After reading the words from the Declaration of war by the United States, it's obvious that Germany was definitely pissed off with the United States. The U.S. was not happy about going to war with Germany, and getting pulled into the problems... Instead of having everything worked out like the U.S. wanted, Germany incited violence and anger. Germany had a very different response, and did encourage war, and combat.
